ABOUT VRSD

The Ventura Regional Sanitation District (VRSD) is an enterprise public agency providing integrated regional waste treatment and disposal services. While it was once tax-supported, it voluntarily transferred those funds to local cities and the County of Ventura. VRSD no longer receives tax support of any kind.

VRSD serves the Water/Wastewater and Solid Waste needs of Ventura County, including:

bulletEight cities: Camarillo, Fillmore, Ojai, Oxnard, Port Hueneme, San Buenaventura, Santa Paula and Thousand Oaks; and
bulletNine special districts: Camarillo Sanitary, Camrosa Water, Channel Islands Beach Community Services, Montalvo Municipal Improvement, Ojai Valley Sanitary, Saticoy Sanitary, Triunfo Sanitation and Ventura County Waterworks Nos. 1 (Moorpark) and 16 (Piru).

VRSD is a member of California Association of Sanitation Agencies (CASA) and the Solid Waste Association of North America (SWANA). 

 

OUR MISSION

As a public agency, VRSD assures environmentally safe disposal of solid waste, the effective treatment of wastewater and the reliable delivery of potable water at reasonable costs. The District is here to meet the needs of 600,000 persons in Ventura County.

We offer the highest quality service at the lowest possible cost for customers, and we provide solutions by involving our staff, our customers and our community. District employees include a diverse group of dedicated operators, managers, administrators, supervisors, engineers, laboratory technicians, mechanics, environmental experts, electricians and others.  The District’s staff, facilities and programs have received local, state and national recognition for leadership and excellence.  

 

VRSD HISTORY

The Ventura Regional Sanitation District is a public waste management agency organized in 1970 pursuant to the County Sanitation District Act, California Health Safety Code Section 4700. The District was instrumental in the cities of Oxnard, Ventura and Simi Valley to secure grant monies for the expansion of wastewater treatment plants in the early ‘70’s. District employees were active in assisting the State in the development of the initial Comprehensive Water Quality Plan for Ventura County.

While originally formed to address regional wastewater treatment and disposal issues, the District assumed operation of Ventura County's publicly owned landfills in 1972. Today VRSD is an enterprise public agency, serving the sanitation needs of Ventura County Residents and providing valuable services to many customers.

AWARD WINNING OPERATIONS

VRSD has been recognized and honored for excellence for operations and financial planning and management by state-wide, national and international organizations. Some of these honors include:

bulletToland Road landfill won the American Academy of Environmental Engineers 2004 Excellence in Environmental Engineering Honor Award, conferred in the category of Operations and Management.
bulletVRSD's Senior Engineer, Mark Capron won the 2004 California Water Environment Association Engineering Achievement Award (Tri-Counties Division)
bulletVRSD won the 2004 California Association of Sanitation Agencies (CASA) Achievement Award for Organizational Innovation for its role in the funding and construction of the Saticoy Sanitary District WWTP.

bulletVRSD has won the Certificate of Achievement for Excellence in Financial Reporting from the Government Finance Officer’s Association for its Comprehensive Annual Financial Report (2004, 2003, 2002, 2001, 2000, 1999, 1998, 1997, 1996, 1995, 1994, 1993, 1992) and the Certificate of Award for Outstanding Financial Reporting in 2002, 2003 and 2004 by the California Society of Municipal Finance Officers (CSMFO).

AN ENTERPRISE FOR THE FUTURE

In 1999 VRSD completed a plan to re-distribute public monies to local cities and the County, making the District a truly entrepreneurial public agency. All operations are paid for by user fees and revenue generating programs. District employees offer a variety of services to agencies throughout the county. Our employees have a mission of providing the best services at the lowest possible price, making VRSD the top-quality low-price option for a wide variety of public service projects.
