April 15, 2021 VRSD Special Board Meeting

NOTICE OF SPECIAL MEETING

NOTICE IS HEREBY GIVEN that the Ventura Regional Sanitation District Board of Directors will hold SPECIAL MEETING by teleconference on Thursday, April 15, 2021 at 8:30 a.m. 

In accordance with the California Governor’s Executive Orders declaring a State of Emergency and the County of Ventura Health Officer’s Local Health Emergency Declaration as a result of the threat of the Covid-19 virus, the VRSD Board of Directors meeting will be held via video conference.

All public comments sent via email must be received by 4:00 p.m. (PDT) on Wednesday, April 14, 2021, to be read into the public record. Please indicate in the subject line, the agenda item number. Comments received after an agenda item has been heard by the VRSD Board will be made a part of the administrative record if received prior to the end of the meeting.

The Board agenda is posted at least 24 hours preceding the Special Board meeting, and contains all items on which Board action will be allowed pursuant to Government Code Section 54956. Action will be taken on unanticipated items only when an emergency (as defined in Government Code Section 54956.5) exists or as otherwise allowed under Government Code Section 54954.2(b). 1.	Call Meeting to Order, Roll Call
2	Pledge of Allegiance
3.	Agenda Review (General Manager/Board of Directors) Consider and approve, by majority vote, minor revisions to the Board agenda items or related attachments and any item added to, removed from, or continued from the Board agenda.
4.	Public Comment  (Items not on the agenda – 5 minute limit) Opportunity for members of the public to briefly address the Board on items NOT on the agenda, In accordance with Government Code Section 54953(a). Persons wishing to comment on agenda items should email their comments (preferably before the meeting) to the Clerk at JulietRodriguez@vrsd.com. The Clerk will then read them into the record at the appropriate time

 

REGULAR AGENDA (Item 5 only)

5.	Approve, and Authorize the Board Chair to Sign, Proposed Contract No. 21-004 with the City of Santa Paula for Wastewater Facility Operation, Management & Maintenance PART A    PART B Approve, and authorize the Board Chair to sign, proposed VRSD Contract No. 21-004 with the City of Santa Paula for Wastewater Facility Operation, Management, & Maintenance for a total compensation amount of $960,000 through June 30, 2022; and Authorize staff to make necessary adjustments to the Board-adopted FY2020-21 Budget revenues and expenses

CLOSED SESSION (Item 6 only)

It is the intention of the Ventura Regional Sanitation District Board of Directors to meet in closed session to consider the following items:

 

6.	CLOSED SESSION – CONFERENCE WITH LEGAL COUNSEL – ANTICIPATED LITIGATION Significant exposure to litigation pursuant to Government Code Section 54956.9(d)(2)-(d)(4). Two cases.

 

 ORAL REPORTS (Items 7 through 9)

It is recommended that the Board receive and file the following:

7.	Board Member Comments Opportunity for Board members to briefly comment on matters they deem appropriate to the business of VRSD. A Board member may ask a question of staff for clarification, make a brief announcement, or make a brief report on his or her own activities related to the VRSD.   A Board member may also provide a reference to staff or other resources for factual information, or request staff to report back to the Board at a subsequent meeting concerning a matter related to the VRSD business. The Board may also direct staff to place a matter of business on a future VRSD Board agenda. (Gov. Code §54954.2(a)(3))
8.	General Manager Comments Brief announcements and report on General Manager and VRSD workforce activities.
