NOTICE OF MEETING

NOTICE IS HEREBY GIVEN that the Ventura Regional Sanitation District Board of Directors will hold a REGULAR MEETING on Thursday, December 4, 2025 at 8:30 a.m. at the Ventura Regional Sanitation District office, 4105 W. Gonzales Road, Oxnard, California.

AGENDA

The Board agenda is posted at least 72 hours preceding the Board Regular meeting, and contains all items on which Board action will be allowed pursuant to Government Code Section 54956. Action will be taken on unanticipated items only when an emergency (as defined in Government Code Section 54956.5) exists or as otherwise allowed under Government Code Section 54954.2(b). Public Comment (Items not on the agenda – 5 minute limit)Opportunity for members of the public to briefly address the Board on items NOT on the agenda, In accordance with Government Code Section 54953(a). Persons wishing to comment on agenda items should email their comments (preferably before the meeting) to the Clerk at clerk@vrsd.com. The Clerk will then read them into the record at the appropriate time.

CONSENT AGENDA (Item 6 only) Matters listed under Consent Agenda are considered to be routine, non-controversial, and are normally approved by one motion without discussion. If discussion is requested by a member of the Board on any Consent Agenda item, or if a member of the public wishes to comment on an item, that item may be removed from the Consent Agenda for separate action.

REGULAR AGENDA (Items 7 through 12)

Request For Board Of Directors’ Ratification Of Issuance Of Purchase Order For $41,923.22 To Quinn Company For Repairs to The Caterpillar D9 Dozer Under Carriage; and Approval Of $75,000 Budget Allocation. Recommendation Ratify the issuance of an emergency purchase order under General Manager Authority to Quinn Company for additional repairs to the Caterpillar D9 under carriage in the amount of $41,923.22; and Approval of an additional budget allocation of $75,000 in FY 2025-2026 Budget.

Approve, And Authorize the Board Chair To Sign, Amendment No. 1 To Extend Time For VRSD Contract No. 25-005 With CPS HR Consulting for Preparation Of Classification And Compensation Studies Extending The Contract Term To March 31, 2026. Approve, and Authorize the Board Chair to sign, proposed Time Extension Amendment 1 to VRSD Contract No. 25-005 with CPS HR Consulting for preparation of classifications and compensation studies extending the contract term to March 31, 2026.

9.	Proposed 2026 Ventura Regional Sanitation District Board of Directors Board Meeting Calendar Discuss, adopt, and direct staff on the proposed 2026 Board Meeting calendar.
10.	VRSD Holiday Facility Closures for Calendar Year 2026 Receive and file the list of VRSD facility closures for calendar year 2026.
11.	Receive And File VRSD FY2024-25 Annual Comprehensive Financial Report Receive and File the Fiscal Year 2024-25 Annual Comprehensive Financial Report  prepared for VRSD.
12.	Consider and Approve Increasing The Monthly Non-Cash Back Portion Of The District’s Cafeteria Plan Allowance By $250 For 2-Party Coverage And By $500 For The Family Coverage Effective January 1, 2026 Recommendation Approve increasing the monthly non-cash back portion of the District’s Cafeteria Plan Allowance by $250 and $500 for 2-party and family coverage levels, respectively, effective January 1, 2026; and Direct District Staff to inform Board when the average health care plan rates increase by 15% or more annually, or cumulatively since last adjustment to the District’s Cafeteria Plan Allowance.

19.	Board Member Comments and Future Agenda Items Opportunity for Board members to briefly comment on matters they deem appropriate to the business of VRSD. A Board member may ask a question of staff for clarification, make a brief announcement, or make a brief report on his or her own activities related to the VRSD.   A Board member may also provide a reference to staff or other resources for factual information, or request staff to report back to the Board at a subsequent meeting concerning a matter related to the VRSD business. The Board may also direct staff to place a matter of business on a future VRSD Board agenda. (Gov. Code §54954.2(a)(3))
