    NOTICE OF MEETING

    NOTICE IS HEREBY GIVEN that the Ventura Regional Sanitation District Board of Directors will hold a REGULAR MEETING on Thursday, June 16, 2022 at 8:30 a.m. at the Ventura Regional Sanitation District office, 1001 Partridge Drive, Ventura, California.

    Due to the threat of COVID-19, and in accordance with Government Code § 54953(e) (AB 361), this in-person meeting will also be held by teleconference and available via Zoom or by telephone.     The Board agenda is posted at least 72 hours preceding the Board Regular meeting, and contains all items on which Board action will be allowed pursuant to Government Code Section 54956. Action will be taken on unanticipated items only when an emergency (as defined in Government Code Section 54956.5) exists or as otherwise allowed under Government Code Section 54954.2(b). Notification prior to the meeting will enable the District to make reasonable arrangements to ensure accessibility to participate.     Consider and approve, by majority vote, minor revisions to the Board agenda items or related attachments and any item added to, removed from, or continued from the Board agenda.

    Opportunity for members of the public to briefly address the Board on items NOT on the agenda, In accordance with Government Code Section 54953(a).     CONSENT AGENDA (Items 5 through 8) Matters listed under Consent Agenda are considered to be routine, non-controversial, and are normally approved by one motion without discussion. If discussion is requested by a member of the Board on any Consent Agenda item, or if a member of the public wishes to comment on an item, that item may be removed from the Consent Agenda for separate action.

    5. Approval of Minutes: June 2, 2022 Regular Meeting
    6. Consideration and Re-Approval of Proposed VRSD Contract No. 22-005 With the Ventura County Waterworks Districts for Wastewater Facilities Maintenance

    Approve, and Authorize the Board Chairperson to sign, VRSD Contract No. 22-005 with the Ventura County Waterworks District for Wastewater Facilities Maintenance in an amount estimated at $404,563.
    7. Consideration and Approval of Proposed VRSD Contract No. 22-003 With the Camrosa Water District for Wastewater Facilities Maintenance

    Approve, and Authorize the Board Chairperson to sign, VRSD Contract No. 22-003 with the Camrosa Water District for Wastewater Facilities Maintenance.
    8. Consideration and Approval of Amendment to VCERA Contract 17-032-01 With the Ventura County Regional Energy Alliance for Wastewater Facilities Management

    Approve, and Authorize the Board Chairperson to sign, VRSD Contract No. 17-032-01 with Ventura County Regional Energy Alliance (VCREA) for Accounting and Administrative Support Services in an amount not to exceed $8,278.

    REGULAR AGENDA (Items 9 through 12)

    9. Public Hearing – Ordinance Regulating the Use of the Malibu Bay Club Onsite Wastewater Treatment System and Adopting Sewer Service Charges – Second reading of Ordinance No. VRSD-117

    A.        Conduct a public hearing regarding the proposed rules, fees and charges for the Malibu Bay Club Onsite Wastewater Treatment System, Ordinance No. VRSD-117:

    1)         Call to order.

    2)         Receive staff report and recommendations.

    3)         Report of written communications received by Clerk of the Board pursuant to Proposition 218 notice and protest requirements.

    4)         Public comment.

    5)         Close public hearing.

    6)         Discussion and deliberation by Board of Directors.

    B.        Conduct the second reading, by title only, of Ordinance No. VRSD-117, Regulating the use of Malibu Bay Club Onsite Wastewater Treatment System and Adopting Sewer Service Fees and Charges; and

    C.        Absent a properly presented majority protest from Malibu Bay Club parcel owners, Approve and Adopt Ordinance No. VRSD-117 Regulating the Use of Malibu Bay Club Onsite Wastewater Treatment System (“OWTS”) and Adopting Sewer Service Fees and Charges to become effective July 1, 2022.
    10. Adoption of VRSD Board Resolution No. 22-06 Regarding Collection of Sewer Service Charges through the Ventura County Tax Roll

    1. Adopt VRSD Board Resolution No. 22-06 Regarding Collection of Sewer Service Charges by the County of Ventura; and
    2. Adopt Report (Attachment 1 or Attachment 2 depending upon the outcome of Proposed Ordinance No. VRSD-117 regarding rates for the Malibu Bay Club onsite wastewater treatment system) which lists the Assessor’s Parcel Numbers and the corresponding amount of charges proposed for collection on the County tax rolls; and
    3. Direct VRSD staff to file a certified copy of the adopted reports and ordinance with the Ventura County Auditor-Controller; and
    4. Direct staff to coordinate collection of sewer service charges on the general Ventura County tax rolls with the County Auditor-Controller, Assessor, and Tax Collector, and to submit to the Auditor-Controller all required forms and data needed to place direct assessments on the tax roll.
    11. Consider, Adopt, and Authorize Proposed Fiscal Year 2022-23 District Goals

    1. Receive and File VRSD Staff’s recommended District Goals for
      FY2022-23.
    2. Add, delete, or modify VRSD Staff’s recommended District Goals for FY2022-23.
    3. Approve the District Goals for FY2022-23.
    12. Approval and Adoption of the Proposed Fiscal Year 2022-23 Budget

    1. Approve the Proposed Fiscal Year 2022-23 Budget; and
    2. Adopt VRSD Resolution No. 22-07 adopting the Fiscal Year 2022-23 Budget.

    Opportunity for Board members to briefly comment on matters they deem appropriate to the business of VRSD. A Board member may ask a question of staff for clarification, make a brief announcement, or make a brief report on his or her own activities related to the VRSD.   A Board member may also provide a reference to staff or other resources for factual information, or request staff to report back to the Board at a subsequent meeting concerning a matter related to the VRSD business. The Board may also direct staff to place a matter of business on a future VRSD Board agenda. (Gov. Code §54954.2(a)(3))

    It is the intention of the Ventura Regional Sanitation District Board of Directors to meet in closed session to consider the following items:
