NOTICE OF MEETING

NOTICE IS HEREBY GIVEN that the Ventura Regional Sanitation District Board of Directors will hold a REGULAR MEETING by teleconference on Thursday, May 5, 2022 at 8:30 a.m.

In accordance with Government Code §54593, as amended by Statutes 2021, chapter 165, the California Governor’s Executive Orders declaring a State of Emergency and the County of Ventura Health Officer’s Local Health Emergency Declaration as a result of the threat of the Covid-19 virus, the VRSD Board of Directors meeting will be held via tele/video conference

The Board agenda is posted at least 72 hours preceding the Board Regular meeting, and contains all items on which Board action will be allowed pursuant to Government Code Section 54956. Action will be taken on unanticipated items only when an emergency (as defined in Government Code Section 54956.5) exists or as otherwise allowed under Government Code Section 54954.2(b). 3.	Agenda Review General Manager/ Board of Directors) Consider and approve, by majority vote, minor revisions to the Board agenda items or related attachments and any item added to, removed from, or continued from the Board agenda.

CONSENT AGENDA (Item 5 only) Matters listed under Consent Agenda are considered to be routine, non-controversial, and are normally approved by one motion without discussion. Consideration and Adoption of Proposed VRSD Resolution No. 22-04 Authorizing Continued Use of Teleconference Meetings in Accordance with Government Code Section 54953, Subdivision (e) (AB 361) Adopt proposed VRSD Resolution No. 22-04 Authorizing Teleconference Meetings of the Legislative Bodies of the Ventura Regional Sanitation District for the Period of May 5, 2022 through June 4, 2022.

Consideration and Approval of Amendment No. 1 to VRSD Contract No 21-004 and Amendment No. 2 to VRSD Conract No. 19-005 with the City of Santa Paula for Wastewater Facility Operation, Management & Maintenance, and Wastewater Collection System and Stormwater Sewer System Maintenance, Respectively  Approve, and Authorize the Board Chairperson to sign, Amendment No. 1 to VRSD Contract No. 21-004 with the City of Santa Paula for Wastewater Facility Operation, Management & Maintenance in an amount not to exceed $1,171,920; and Approve, and Authorize the Board Chairperson to sign, Amendment No. 2 to VRSD Contract No. 19-005 with the City of Santa Paula for Wastewater Collection System and Stormwater Sewer System Maintenance in an amount not to exceed $575,821.

Consideration and Approval of Proposed VRSD Contract No. 22-011 with the Top O’Topanga Community Association for Wastewater Facilities Maintenance Approve, and Authorize the Board Chairperson to sign, VRSD Contract No. 22-011 with Top O’Topanga Community Association for Wastewater Facilities Maintenance in an amount not to exceed $247,478.

9.	Update Regarding Fiscal Year 2022-23 Water/Wastewater Contracts Receive and File Staff Report.

10.	Update Regarding Fiscal Year 2022-23 Solid Waste Contracts Receive and File Staff Report.

11.	Draft Strategic Plan Receive and file the staff presentation. Discuss the draft VRSD 2022 Draft Strategic Plan and direct staff on required changes. Approve the VRSD 2022 Draft Strategic Plan.

18.	Board Member Comments and Future Agenda Items Opportunity for Board members to briefly comment on matters they deem appropriate to the business of VRSD. A Board member may ask a question of staff for clarification, make a brief announcement, or make a brief report on his or her own activities related to the VRSD.   A Board member may also provide a reference to staff or other resources for factual information, or request staff to report back to the Board at a subsequent meeting concerning a matter related to the VRSD business. The Board may also direct staff to place a matter of business on a future VRSD Board agenda. (Gov. Code §54954.2(a)(3))

CLOSED SESSION (Items 20 and 21)

It is the intention of the Ventura Regional Sanitation District Board of Directors to meet in closed session to consider the following items:

20.	PUBLIC EMPLOYEE PERFORMANCE EVALUATION (Gov. Code § 54957) Title: General Manager

21.	CLOSED SESSION – Conference with legal Counsel – Anticipated Litigation Significant exposure to litigation pursuant Government Code Section 54956.9, subdivision (d)(2) involving two (2) potential cases.

ADJOURNMENT: Adjourn to Regular Meeting to be held May 19, 2022, 8:30 a.m. via video conference.
